A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；





The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license.The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods, including the sales company within the same group as the manufacturer of bid goods. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

（2）资质要求Qualification requirement:

A.投标产品制造商应取得覆盖本次投标产品且有效的《中华人民共和国特种设备生产许可证》（压力管道元件制造）及《特种设备型式试验证书》（压力管道元件）。投标时需提供证书原件扫描件（原件备查）并可在全国特种设备公示信息查询平台（******/info-pub/pub）核实。

The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) and a "Special Equipment Type Test Certificate" (for pressure pipeline components) that cover the bidding products. A scanned copy of the original certificate is required at the time of bidding (originals are subject to verification) and can be verified on the National Special Equipment Public Information Query Platform (******/info-pub/pub).



B.投标人应提供阀门所集成的阀门定位器的《产品防爆合格证》，由国家授权防爆认证机构颁发。投标时提供扫描件。

The bidder shall provide the "Product Explosion-proof Qualification Certificate" issued by the national authorized explosion-proof certification institution for the integrated explosion-proof valve positioners.The scanned copy of the original shall be provided during bidding.



（3）业绩要求Requirement for Bidder's reference:

2015年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商在中国境内应具有2套乙烯装置的气动调节阀合同业绩，且满足以下要求：

a.每个合同气动调节阀数量大于或等于30台且设计温度≤-45℃，且包含1台设计温度≤-160℃的气动调节阀。

b.提供的2个合同业绩中，至少有1个合同应包含1台口径大于或等于14”且设计温度小于等于-45℃的气动调节阀。

******集团旗下的全资子公司或控股子公司或制造工厂）制造的所投产品的业绩，视为投标人所投产品的******集团。

From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have two supply contracts of Pneumatic Control Valves for Ethylene Plant , and meet the requirements simultaneously:

a.Each contract must include no fewer than 30 pneumatic control valves with a design temperature of ≤-45°C, and at least one pneumatic control valve with a design temperature of ≤ -160°C.

b.Among the two contract performances provided, at least one contract should include one pneumatic control valve with a diameter greater than or equal to 14" and a design temperature ≤ -45℃.

The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、装置名称、货物名称、货物数量、口径尺寸、设计温度。

若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, number of goods、valve size、design temperature.

If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.

未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

Before bidding, the bidder should complete registration and information verification at ****** or ****** .The bid evaluation results will be published on the website (******) and China National Offshore Oil Corporation Procurement Platform (******) .
提示Notes
投标人进入开标大厅后，需要进行签到操作，等待开标主持人指令。允许解密后，投标人点击解密按钮进行解密投标文件（需解密前在电脑上插入当前账号绑定的CA），输入正确的CA密码。（请注意：如投标人未在投标截止时间/开标时间前进行签到，原则上将无法进行解密，将被视为撤回其投标文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投标文件解密时限为60分钟。投标人未在上述解密时限内完成解密视为解密失败，根据 电子招标投标办法 的规定，视为投标人撤回投标文件。
The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投标人对开标有异议的，应当在开标现场提出，招标人当场做出答复，并制作记录。未在线上开标现场提出的开标异议，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
投标文件递交截止时间和方式：所有投标文件都应附有按规定提交的投标保证金，并于2025年08月05日上午9:00（北京时间）前线上提交至中国国际招标网站（******）。在此时间后收到的投标文件恕不接受。

The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (******) at or before 9:00 am (Beijing Time) on August 5, 2025. Any bid beyond the required time and date shall be subject for rejection.
